Colonel Winford E. Phillips
ASP Director

Colonel Winford E. Phillips is serving his second stint of duty with the department. In May 2007 he answered the call from Governor Mike Beebe asking him to return to service from retirement and lead the department as its Director.

A native of Madison County, Arkansas, Colonel Phillips grew-up in Huntsville and entered State Police service in 1964 as a radio operator. Two years later he joined the ranks of the department’s commissioned personnel as a Trooper assigned to the Highway Patrol Division. His assignments over the following 36 years would keep him close to home in Northwest Arkansas where he eventually rose to the rank of captain commanding the Highway Patrol Division’s, Troop L.

Governor Beebe, commenting on his decision to appoint Colonel Phillips to the position of State Police Director said, "Winford Phillips has earned the respect and friendship of his fellow Troopers during almost four decades of service at nearly every level of the Arkansas State Police … his extensive experience on patrol and in administration has given him the tools he will use in leading our Troopers and protecting our citizens."

Colonel Phillips is a graduate of the Central Missouri State University, National Traffic Management Institute, and the FBI National Academy at Quantico, Virginia.

Not only has Colonel Phillips given his career in service to Arkansas as a State Trooper, but to his nation as well, having 26 years in the Arkansas Army National Guard 142nd Field Artillery Unit. In 1990 as a First Sergeant he was deployed in the Persian Gulf War to Kuwait and is a decorated veteran of Operation Desert Shield and Desert Storm.
